Administrator/Senior Program Analyst for Office of Urban Agriculture at District of Columbia Government
This position is located in the Department of Energy and Environment (DOEE), Urban Sustainability Administration. The mission of DOEE is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation’s capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.his position will act as the administrator and senior program analyst on a team of two for the Office of Urban Agriculture (OUA). This position will manage any policy discussions to improve the Office of Urban Agriculture’s (OUA) role in promoting urban agriculture in DC. Their responsibilities will include fulfilling all of the obligations of the USDA Specialty Crop Block Grant Program for the District of Columbia, an annual grant administered to urban farmers and organizations advancing “specialty crops,” largely fruits and vegetables, in the city. This position will also play a lead role in organizing Rooting DC, an annual free event for DC individuals and entities looking to grow gardens and a healthier food system in the nation’s capital; manage the OUA program budget; project plan with the other team member for the District’s statutory programs; and represent the Office of Urban Agriculture across District, regional entities, and the general public. As a member of the Urban Sustainability Administration, this individual will also support the broader work of the Administration to advance and institutionalize sustainability.
Duties and Responsibilities
Provides critical analyses and evaluations of effectiveness of current and/or projected program activities. Provides technical assistance in the design, development, and implementation of improved long-term program designs/operations. Reviews and analyzes planning and operations activities of major program areas administered by the department. Conducts management surveys, audits, projects, etc., and provides advisory services to operating or management officials. Based upon the assessments made, identifies actual or potential problem areas, trends, and/or areas of significant concern. Develops, recommends, and implements policies for corrective actions necessary to remedy deficiencies in program areas. Plans, develops, and implements a system for obtaining and providing data required by the department, offices and its units for long-term planning and projections necessary for evaluation of daily operations.
Develops life cycle cost analyses of projects or performs cost benefit or economic evaluations of current or projected programs. Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc. Participates in the development of the comprehensive agency plan, and in coordination of office operational planning and grant applications within the agency. Provides technical assistance and reviews for office level program plans. Prepares program development projects including proposal writing. Provides coordination and technical assistance on program development projects. Conducts continuous review and analysis of current or proposed programs and related administrative and financial activities; determines, through comprehensive assessment, effective utilization of resources at program level; identifies program strengths and deficiencies; and recommends changes or corrective action regarding program design, policies, procedures, and operations. Coordinates agency policy, plans, and programs with the activities of other public and private community organizations through committee representation; individual conference; or through review and reaction to proposals submitted by other agencies and groups.
Qualifications and Education
Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
Residency Preference: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
