Contract Impact Measurement & Evaluation Specialist at Institute for Development Impact
We’re seeking an Impact Measurement & Evaluation Specialist to design and lead rigorous evaluations, assessments, and studies. You’re a mixed-methods practitioner with a strong grasp of experimental and quasi-experimental designs, able to combine quantitative and qualitative approaches to measure impact credibly. You’re skilled in R, Python, or Stata, and bring a thoughtful, ethical approach to handling data. You’re able to cut through complexity and noise to deliver clear, actionable insights. While sector expertise in agriculture, livelihoods/income, energy, or sustainability is a plus, your perspective is sector-agnostic and rooted in methodological rigor.
Three Very Critical Points:
This is a deeply technical role, not a generalist M&E position. You’ll be in the weeds of designing evaluations, working directly with raw data, applying statistical methods, and turning complex findings into actionable insights.
You’ll be expected to deliver independently and manage your time professionally. Collaboration is a big part of the job, but you’ll need to be comfortable scoping tasks, making design decisions, and driving outputs without step-by-step guidance.
This is a consultancy role, which requires a proactive and structured approach to work. We value efficiency, clear work planning, and strong communication. Experience working as a consultant is a plus, though not required — what matters most is your ability to scope tasks, estimate level of effort, and follow through on work plans with discipline and accountability
Must Have Qualifications
You’ve played a significant role in designing and running evaluations/assessments/studies, ideally combining both quantitative and qualitative methods. You know how to apply methods like quasi-experimental design (e.g., DiD, PSM, RDD) or contribution analysis, and you’ve done the work yourself: writing tools/instruments, cleaning and analyzing datasets, controlling data quality, and synthesizing findings. Note: We mean you’ve really been in the evaluative weeds – doing the things, not just observing or supervising.
You know when and how to mix methods to answer complex questions. Whether it’s designing a stratified sampling frame, using regression models, triangulating findings across data types, or tracing the logic of a theory of change through qualitative narratives, you’re able to choose and apply the right tools, and explain why they matter.
You understand how to build and test hypotheses, not just run analyses. You’re comfortable using statistical tools to explore relationships, test assumptions, and inform decision making.
You bring strong statistical analysis skills, including descriptive and inferential methods (regressions, confidence intervals, significance testing, etc.), and have experience building and interpreting models like linear/logistic regression, time-series forecasts, and clustering algorithms.
You work fluently in R, Python, or Stata, using libraries like pandas or dplyr. You’re careful with missing data, outliers, and data inconsistencies, and you know how to spot bias and assess representativeness.
You’re comfortable simulating trade-offs, building “what if” models, and helping people think through options.
You’ve worked in environments where your work needed to drive decisions.
Your working style is grounded in structure, urgency, and clarity.
You’re sharp, kind, and easy to collaborate with.

Job Title: Impact Measurement & Evaluation Specialist
Location: Remote-flexible with a preference for candidates based in Washington, D.C. who can join our team in the office on a hybrid schedule.
Contract Terms: This is an independent contractor position compensated at $50-$60/hour depending on skill level and experience; no employment benefits or visa sponsorship are available. You must be legally authorized to work in the United States.
Years of Experience: We are looking for candidates with approximately 7-10 years of relevant, high-quality experience; depth and substance of experience will outweigh length of service.
