Senior Economic Analyst at Washington [DC] Suburban Sanitary Commission
The Sr Economic Analyst position is responsible for providing engineering economic analyses in support of the Asset Management Program. The analyses include lifecycle cost and risk reduction evaluations as part of the capital project development process, analysis and revision of asset strategies, and other ad hoc analyses in support of the Program’s goals. This position works within the Asset Management Division with a great deal of autonomy and authority to develop processes for the economic analyses performed and managed by the position.
Essential Functions
Researches and performs financial, economic, and cost benefit analysis to support the Asset Management Program
Performs engineering economics assessments of alternatives for business cases, provides recommendations on best alternatives, and documents business cases based on analyses performed.
Evaluates the introduction of a new operations or maintenance strategy or other types of financial or economic assessment needed to support the implementation of the project validation process and asset management program
Reviews business case economic analyses performed by consultants
Maintains and enhances business case tools
Responsible for project prioritization, which includes projects in the Capital Improvements Program (CIP) and Engineering Support Program (ESP). implements improvements on prioritization as needed
Leads and/or supports the asset strategy managers and other staff by helping to design empirical analysis required for engineering and operational economics
Gathers data to support economic modeling, program evaluation, and cost benefit analysis; configures analytic models such as cost benefit and business risk reduction models to assign and update equivalent monetary values to benefits and risks
Performs data analysis of asset attribute data to optimize data driven decisions
Synthesizes financial information from capital projects into clear actionable plans
Tracks trends in cost structures, identifies opportunities to control expenses, and assesses the financial impact of capital projects
Assists in updating enterprise asset management plans
Other Functions
Provides technical support to the asset management division manager, asset strategy managers, project managers, and others as required at executive team and various meetings
Performs related duties as required

Required Knowledge, Skills, And Abilities
Possession of technical and advanced knowledge of economics, analytical techniques, economic theory and methodology, statistical theory and methods, including lifecycle costing and analysis of socioeconomic costs
Advanced financial analysis and spreadsheet skills
Ability to work with and provide services to a diverse group of stakeholders
Ability to stay current on leading tools and techniques required to support economic analysis and modeling
Ability to work collaboratively within a team and facilitate outcomes
Excellent written, verbal, and interpersonal communication, and presentation skills
Minimum Education, Experience Requirements
Bachelor’s degree in Economics, Finance, or related discipline with extensive coursework in economic and financial theory and analysis
6+ years of professional experience in engineering economics and financial research and analysis
Additional Requirements
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually
Preferences
Master’s degree in Economics, Finance, or related discipline
Work experience with utility or city financial data
Experience with risk-based economic analysis
Experience with prioritization of capital improvements programs and investments
Knowledge of asset management
Salary $104, 908 - $178,628
